A (Carrier) heat pump condenser is short cycling. Why?

That isn't a lot of information, but how quickly is it short cycling, like every few seconds or every 5 or 10 minutes? What is the model? Does it have a high-pressure switch or low-pressure switch? Loss of charge switch?
