Why is the voltage higher then line voltage across the inducer motor run capacitor

Hello, our company does airflow pre-balancing after installs and we have noticed some inconsistencies on the Carrier FJ4DNXB36L00 air handlers with the Broad Ocean K00190134 blower motor. Particularly with airflows being way higher than specs. Has anyone else noticed issues with this motor? Thanks
